Even when I say something that is not even remotely defined in its dictionary, it interprets it as something that is and echos back the first thing it has. How do I get it to ignore utterances that are not listed?

The job of Julius is to return the entry in your grammar which is the closest it can find, even if the answer is totally wrong in the context you have in mind.

So if Julius gets it wrong, you can have the dialog manager help out. If you have a test in your DM that says "does this response from Julius make sense in the context I have in mind?" and the answer is no, then the DM can take appropriate action, including ignoring you if that is what you want.
