Is it necessary to submit the GPL license?

Hello,

The archived folder "tester-20071210-tkn.zip" contains the file "license.txt", and the file "GPL_license.txt".  When I submit speech files to the VoxForge.org project, I do not submit the whole text of the General public license.  Should I do that in future?  Or isn't that necessary?

No, it's not required.  The acoustic model creation scripts add it in automatically.
